Directing Expenditure of Fiscal Year 2022 TANF Funds by the Ohio Department of Job and Family Services

WHEREAS, the Temporary Assistance for Needy Families (“TANF”) program is a State program of family assistance, which is provided with State and federal funds, authorized under Title IV-A of the Social Security Act; and

WHEREAS, the first purpose of the TANF program is to “provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives”; and

WHEREAS, the second purpose of the TANF program is to “end the dependencies of needy parents on government benefits by promoting job preparation, work, and marriage”; and

WHEREAS, the third purpose of the TANF program is to “prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies”; and

WHEREAS, the fourth purpose of the TANF program is to “encourage the formation and maintenance of two-parent families”; and

WHEREAS, the Governor’s Office of Faith-Based and Community Initiatives (“GOFBCI”) works to reduce poverty in Ohio by serving as a catalyst for effective public-private partnerships aimed at reducing poverty;

NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution, the laws of this State and in accordance with Sections 5101.80 and 5101.801 of the Ohio Revised Code do hereby order and direct that:

1. The Fiscal Year (“FY”) 2022-23 Budget (H.B. 110, 134th General Assembly, section 307.80) authorizes GOFBCI to expend up to Thirteen Million Five Hundred Thirty Five Thousand Dollars ($13,535,000) in each fiscal year on TANF-allowable expenses.

2. The FY 2022 Budget shall be allocated in the following manner:

    1. Up to One Hundred Fifty Thousand Dollars ($150,000) will be used to assist the GroundWork Group to provide basic needs to individuals and families across the state of Ohio seeking assistance.
    2. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist SIFI Ministry, Inc. dba Safe Harbor House to provide trauma informed care for care for women across the state of Ohio.
    3. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Relink to provide support services for families experiencing addiction across the state of Ohio.
    4. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Allen County Educational Service Center to provide entrepreneurship education to disadvantaged youth in Allen County.
    5. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Bradfield Community Association to provide rental assistance, eviction prevention, and utility down payment services to needy families in Allen County.
    6. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Mary Alice’s House Inc. to provide residential recovery services to men and women in Allen County.
    7. Up to Fifty Thousand Dollars ($50,000) will be used to assist Trinity United Methodist Church to support at- risk youth grades K-12 by providing academic enrichment programming in Allen County.
    8. Up to Twenty-Four Thousand Dollars ($24,000) will be used to assist Appleseed Community Mental Health Center to provide support services for women in Ashland County.
    9. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Wapakoneta Family YMCA provide to support services for multi-generational families by providing mentoring and pregnancy prevention in Auglaize County.
    10. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Interfaith Hospitality Network of Springfield to provide summer camp programming for youth affected by homelessness in Clark County.
    11. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Citilookout to provide recovery support services for individuals in Clark County.
    12. Up to Seventy-Four Thousand Dollars ($74,000) will be used to assist I’m in Transition Ministries Institute to provide residential recovery housing for men in Cuyahoga County.
    13. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Adoption Network Cleveland to provide parent education, resources, family resiliency programs that promote family resiliency and decrease failed placements for children in Cuyahoga County.
    14. Up to Fifty Thousand Dollars ($50,000) will be used to assist Community of Faith Assembly to provide holistic services for families in need in Cuyahoga County.
    15. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist Esperanza provide services to address educational needs of the Hispanic community, including mentoring, family engagement, and postsecondary education in Cuyahoga County.
    16. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Everlasting Covenant Ministries to provide workforce training for returning citizens and prevent recidivism in Cuyahoga County.
    17. Up to One Hundred Twenty-Five Thousand Dollars ($125,000) will be used to assist Family First Childcare Center dba Family First Village to improve academic deficiencies through targeted learning for at-risk youth, ages 5-18 in Cuyahoga County.
    18. Up to Fifty Thousand Dollars ($50,000) will be used to assist It’s Not a Moment, but a Movement to provide recovery support services for individuals in Cuyahoga County.
    19. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Karamu House Inc. to provide trauma informed care for youth by equipping them with social-emotional strategies and life skills in Cuyahoga County.
    20. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Northern Ohio Recovery Association to provide mentoring and recovery supports for women and Children in Cuyahoga County.
    21. Up to Two Hundred Fifty Thousand Dollars ($250,000) will be used to assist Olivet Housing and Community Development Corporation to reduce the equity gap in educational attainment for low-income families by providing access to quality education, job training and other services that lead to sustainable jobs in Cuyahoga County.
    22. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Pipeline to God to provide academic development and socio-emotional skills for youth, grades 3-8 to decrease the high school dropout rate and increase post-secondary education in Cuyahoga County.
    23. Up to One Hundred Fifty Thousand Dollars ($150,000) will be used to assist The Salvation Army to provide academic support to underprivileged, school-aged youth, in Cuyahoga County.
    24. Up to Fifty Thousand Dollars ($50,000) will be used to assist Providence House Inc. provide mentoring and recovery supports for women and children in Cuyahoga County.
    25. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist Birthing Beautiful Communities to support high risk mothers through pregnancy, at the birth and during the postpartum period by providing education and promoting healthy lifestyles to prevent infant mortality in Cuyahoga and Summit counties.
    26. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Western Reserve Area on Aging to distribute meals to TANF eligible families in Cuyahoga, Geauga, Lake, Lorain, and Medina Counties.
    27. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Chabad Center/LifeTown to support low-income students with special needs reach their educational goals in Delaware, Fairfield, Franklin, Hocking, Jackson, Licking, Madison, Marion, Morrow and Union Counties.
    28. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Family Promise of Delaware County to provide rapid re-housing services and emergency housing care for needy families in Delaware, Franklin, Madison, Morrow, Perry, Pickaway, Pike and Union Counties.
    29. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Fairfield County TeenWorks to provide workforce development services to youth in Fairfield County.
    30. Up to Two Hundred Fifty Thousand Dollars ($250,000) will be used to assist African American Male Wellness Agency (AAMWI) to provide recovery supports to urban minorities in Franklin County.
    31. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Alvis, Inc. to provide reentry services in Franklin County.
    32. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Central Ohio Youth for Christ to provide workforce development services to at- risk youth and young adults in Franklin County.
    33. Up to Fifty Thousand Dollars ($50,000) will be used to assist Children’s Hunger Alliance to address the issue of child hunger in Ohio by providing meals to children outside of school, afterschool programming, and childcare center operating hours in Madison County.
    34. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Goodwill Industries of Central Ohio Inc. to provide workforce development services to youth and adults in Franklin County.
    35. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Jewish Family Services to provide stabilization services to women from low-income households who have had to drop out of the workforce during COVID-19 by providing a variety of wrap-around supports and workforce development skills in Franklin County.
    36. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Life Beyond the Streets to provide personal development and recovery support for women in Franklin County.
    37. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Resident Resources Network Inc. to provide support services for financial and housing stability for low-income families in Franklin County.
    38. Up to Forty-Five Thousand Dollars ($45,000) will be used for Schealthness Freedom School at Asbury United Methodist Church to help youth in grades K-5 overcome academic, social, and emotional challenges by culturally self-affirming experiences that encourage self-esteem in Franklin County.
    39. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist South Side Hope Community Development Corporation to help low-income families by providing mentoring, personal development, and workforce development services in Franklin County.
    40. Up to One Hundred Thousand Dollars ($100,000) will be used to assist The Refuge Ministries provide residential addiction recovery services in Franklin County.
    41. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Turnkey Development Institute to support families by increasing father involvement at the early stages of their child's life in Franklin County.
    42. Up to One Hundred Twenty-Five Thousand Dollars ($125,000) will be used to assist Women2Women Inc. to provide supportive services to at risk women experiencing domestic violence, human trafficking, addiction, homelessness, or co-occurring behavioral health needs in Franklin County.
    43. Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Central Ohio to provide a safe place for youth to learn while having access to tutoring and resources to ensure growth and development in Franklin County.
    44. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Economic and Community Development Institute, Inc. to provide workforce development services in Franklin County.
    45. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Muslim Family Services to help low-income families stabilize by providing comprehensive services that eliminate barriers to work and advance work readiness in Franklin County.
    46. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist WARM, Westerville Area Resource Ministry to support mothers and decrease infant mortality rates in Franklin and Delaware Counties.
    47. Up to One Hundred Thousand Dollars ($100,000) will be used to assist TAPP, Training Assessment Placement Project to provide reentry services for restored citizens and veterans returning to the workforce in Franklin, Delaware, Licking, Marion, and Counties.
    48. Up to One Hundred Thousand Dollars ($100,000) will be used to assist The Father’s House Inc. to provide food security in Franklin and Fairfield Counties by providing mentoring and pregnancy prevention.
    49. Up to One Hundred Thousand Dollars ($100,000) will be used to assist ETSS, Ethiopian Tewahedo Social Services to provide support to refugee and immigrant families in Franklin, Delaware, Fairfield, Licking, Madison, Pickaway, and Union Counties by helping alleviate the many barriers and challenges faced by New Americans.
    50. Up to One Hundred Fifty Thousand Dollars ($150,000) will be used to assist Communities in Schools of Ohio dba Communities in Schools of Central Ohio to help at risk students in Franklin Cuyahoga, Hamilton, Mahoning, and Montgomery Counties by working in school communities to remove barriers and provide integrated supports that empower them to stay in school and succeed in life.
    51. Up to Twenty Thousand Dollars ($20,000) will be used to assist Campus Crusade for Christ Inc., dba Athletes in Action to provide personal development programming for middle and high school underprivileged males in Green, Cuyahoga, Hamilton, and Montgomery Counties.
    52. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Her Story, Inc. to provide recovery supports and housing services to woman with addiction in Greene, Clark, Fayette, Franklin, Hamilton, Madison, and Montgomery Counties.
    53. Up to One Hundred Thousand Dollars ($100,000) will be used to assist BLOC Ministries for afterschool program, Urban Training Kitchen to provide workforce development training, and to provide housing support for homeless women in Hamilton County.
    54. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Freestore Foodbank to help low-income individuals with workforce development opportunities in Hamilton County.
    55. Up to One Hundred Thousand Dollars ($100,000) will be used to assist The Children’s Home to provide mental health and recovery supports in Hamilton, Brown, Butler, Clermont, and Warren Counties.
    56. Up to Fifty Thousand Dollars ($50,000) will be used to assist Elizabeth’s New Life Center’s efforts to address infant mortality and provide pregnancy services to at-risk mothers in Hamilton, Montgomery, Shelby, and Warren Counties.
    57. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Warriors 4 Christ Recovery Ministries to provide wrap around services to individuals impacted by addiction in Jackson County.
    58. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Ecumenical Shelter Network of Lake County, Inc. to provide re-housing and support services for needy families in Lake County.
    59. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Lake County YWCA to provide academic enrichment for youth in Lake County.
    60. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist RLB Ministries/Backpack Buddies to provide food security to youth in Lawrence County.
    61. Up to Seventy-Five Thousand Dollars ($75,000) will be used to help Neighborhood Alliance to provide basic needs and support services for low-income families in Lorain County.
    62. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Pathway Inc. to aid parents by providing personal development training that helps them improve relationship building skills and knowledge to co-parent cooperatively in Lucas County.
    63. Up to Fifteen Thousand Dollars ($15,000) will be used to assist Toledo Community Service Center dba Family House to provide support services for homeless families in Lucas County.
    64. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist The Ursuline Center dba Ursuline Sisters HIV/AIDS Ministry to provide educational equity for disadvantaged school aged children in their program in Mahoning, Columbiana, and Trumbull Counties.
    65. Up to Fifty Thousand Dollars ($50,000) will be used to assist MAV Youth Mentoring to provide supportive services to youth, ages 5 - 18 in Mercer, Auglaize, and Van Wert Counties.
    66. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Daybreak Inc. to provide workforce development services in Montgomery County.
    67. Up to One Hundred Thousand Dollars ($100,000) will be used to assist Family Services Association, Inc. dba Family Services to provide child abuse prevention programming for children, grades K-5 in Montgomery County.
    68. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Dayton Children’s Hospital to address socio-economic barriers by providing commodity assistance to low-income families in Montgomery County.
    69. Up to Twenty Thousand Dollars ($20,000) will be used to assist St. Mary Development Corporation to help high risk families by helping them sustain housing, provide support services and gain employment opportunities in Montgomery, Miami, and Preble Counties.
    70. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist YWCA Dayton to provide housing and social-emotional learning skills for children living with gender-based violence in Montgomery and Preble Counties.
    71. Up to One Hundred Thousand Dollars (100,000) will be used to assist Agape for Youth, Inc. to provide supportive services to youth and families in Montgomery, Clark and Preble Counties.
    72. Up to Seventy-Three Thousand Dollars ($73,000) will be used to assist Buckeye Training and Fitness Academy to provide social skills training for underserved youth, ages 9 to 8th grade in Morrow County.
    73. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Gwen’s House to help formerly incarcerated women by providing transitional housing, workforce and personal development skills in Stark County.
    74. Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist YMCA of Central Stark County to provide academic support and opportunities for school aged youth, grades 4-12 in Stark County.
    75. Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Western Stark County to provide services to improve healthy lifestyles of families in Stark County.
    76. Up to Fifty Thousand Dollars ($50,000) will be used to assist ARC Recovery Services to provide recovery services for individuals in Summit County.
    77. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Williams Challenge to provide support services and mentoring for low-income fathers in Summit County.
    78. Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist ACE Mentor Program of Greater Akron-Canton to provide vocational training and academic supports low-income high school and college students in Summit and Stark Counties.
    79. Up to Two Hundred Fifty Thousand Dollars ($250,000) will be used to assist Reaching Above Hopelessness and Brokenness Ministries, Inc. to provide support services for survivors of human trafficking in Summit, Cuyahoga, Mahoning, Medina, Portage, Stark, Tuscarawas, and Wayne Counties.
    80. Up to Two Hundred Thousand Dollars ($200,000) will be used to assist Marysville Area Ministerial Association dba The Hope Center to provide food security to families in Union County.

3. The remaining monies for FY 2022 Budget for GOFBCI shall be used to provide support to programs or organizations that promote the mission of GOFBCI and further one of the four purposes of the TANF program set forth above.

4. The State, county, and private agencies receiving funds as a result of this Executive Order shall comply with all TANF requirements, including reporting requirements, and timelines as specified in State and federal statutes, federal regulations, State rules, interagency agreements, and any relevant directives from the Ohio Department of Job and Family Services.

I signed this Executive Order on July 30, 2021 in Cedarville, Ohio and it will expire on June 30, 2022.
